FCS Manned Ground Vehicles, Science Applications International Corporation (SAIC) for performance as the Modes and States, Integrated Product Team Lead (M&S IPT).
1.Quality of Work: Mr. Schwartz exceeds quality standards established by Program Manager, Future Combat Systems, Unit of Action (FCS UA), by coordinating the Government, Lead Systems Integrator (LSI), and the suppliers and partners to support systems and software safety requirements on the M&S IPT, in accordance with FCS guidance and Mil-Std-882. His broad industry background and strong technical ability and understanding of FCS UA requirements has significantly impacted software safety in all phases of the software life cycle. Among his most noteworthy leadership attributes is his exceptional communication skill across FCS UA organizational boundaries to ensure that the M&S Team coordinates with the safety organization to comply with safety requirements. This is especially the case training the M&S’s team members, often over the phone and across the country. He was exceptional in his M&S presentation to the ESOH WG, my organization, 12 January 2005.
2.Working Relationships: Mr. Schwartz’s successful working relationships with the US Army, ESOH WG, M&S IPT team members are cordial and cooperative with a goal to better serve the customer. He has encouraged team members to treat safety requirements very seriously. He has had a very positive impact on the safety software program and his management of the M&S IPT is exemplary for other FCS Segment Team leads, IPT’s, suppliers and partners. From the perspective of the ESOH WG he is professional and he is pleasure to work with regarding software safety.
3.Repsonsiveness: Mr. Schwartz’s responsiveness to software safety action items has been rapid, adaptable, and flexible on M&S IPT despite the significant amount of change in the organization, program requirements, and the master build schedule. Of noteworthy mention is adaptability to the operational, systems, and technical views of the Army’s vision of M&S to support the UA commander to configure the UA and Combined Arms Battalions (CAB) in the proper mode, Train, Combat, Maintenance, etc., and that the FCS System of System (SOS) is in a safe state. Mr. Schwartz has been instrumental in re-enforcing this “keep in simple” architecture, and ensures that hazardous functions are disabled.
4. Supports the Software Safety Organization: Mr. Schwartz’s support to FCS Specialty Engineering, ESOH WG, software safety has been dedicated, focused, and disciplined in compliance with software safety requirements. He has stayed the course for the M&S IPT to ensure compliance with Mil-STD-882d and the Joint System Safety handbook. He has posted all action items on the M&S project link. He chairs the M&S IPT twice a week and reviews the status of all open action items. Mr. Schwartz should continue to encourage the M&S IPT to identify software risk by reporting software hazards in the Hazard Tracking database in accordance with FCS safety guidance.
